William was born on August 23, 1949, in Peoria, Illinois. His father was Doris Craig, and his mother was Mallory Craig. Laine studied at East Peoria Community High School from 1963 to 1967, and he also competed in the debate back then. He has also won the state championship in oratory.
Later in September 1965, he became a Christian during his Junior Year, and he graduated from high school after attending the Wheaton College and then majored in communications. Later Craig graduated from college in 1971. In 2014 he was also named the alumnus of the year by the Wheaton College.
